Annual HSE and Passive Defense Coordination Meeting Held for Ship Mooring and Pilotage in Northern Ports

The annual HSE and Passive Defense Coordination Meeting for ship mooring and pilotage operations in the northern ports was held with the participation of Mr. Talebi-Matin, Head of the Passive Defense and Crisis Management Department at the Ports and Maritime Organization, Mr. Rezvani, CEO of Negin Sabz Middle East Marine Engineering & Services Company, Captain Mokhlesian, Chairman of the Board, and HSE officers from the company and northern port branches.

The meeting commenced with a welcome speech by Mr. Rezvani. Dr. Derakhshan-Nik, Director of Marine Operations, highlighted the necessity of this annual session based on senior management requirements and Article 15 of the mooring, pilotage, and ship separation contracts in the northern ports. He outlined key actions implemented in HSE and passive defense, including:

• Establishment of HSE centers at headquarters and branches
• Deployment of specialized personnel for HSE compliance
• Regular HSE inspections of operated vessels and follow-up on observed deficiencies
• Conducting scheduled safety and firefighting drills on vessels
• Achieving Integrated Management System certification
• Developing internal accident response procedures
• Preparing and distributing environmental brochures to port visitors during New Year celebrations
• Regular pest control operations in designated areas
• Provision of safety uniforms for relevant personnel
• Preparation of the company’s HSE and passive defense charter and guidelines
• Development of a Crisis and Emergency Management Plan (per Annex 16/2, Clause 9)
• Creation of an Emergency Response Plan (ERP) for infrastructure incidents
• Establishment of a Business Continuity Plan (BCP)
• Implementation of a Disaster Recovery Plan (DRP) for systems and infrastructure

Subsequently, Mr. Mohsen Khani, Mr. Azmoon, and Mr. Gol-Rastami provided detailed presentations on the company’s HSE and passive defense activities.At the conclusion, Mr. Talebi-Matin commended the company for advancing HSE programs and passive defense initiatives, emphasizing the need for risk-based combined drills, optimal utilization of human resources, scenario planning for potential incidents, and the application of artificial intelligence in these domains.
